Acting Assistant Chief Tom Loyd for Standards & Training Operations

Acting Assistant Chief Tom Loyd joined the United States Capitol Police in May of 1990. He started his career with the House Division. Acting Assistant Chief Loyd worked as a patrol officer with the Special Operations Division, an investigator with the Office of Professional Responsibility, and clerked for Chief of Police Terry Gainer.  Prior to being promoted to inspector in 2008, he was the acting inspector for the Special Operations Division. Acting Assistant Chief Loyd is the only commander in USCP history to lead all four Uniformed Services Bureau Divisions (Senate Division, Library of Congress Division, House Division, and Capitol Division) as an inspector.  

For the past two years, Acting Assistant Chief Loyd has been assigned to the Training Services Bureau.  Due to the high manpower demands, he has overseen the establishment of the new Basic Agent Training Program, as well as the Research and Development Team dedicated to centralizing the Department’s training curriculum and budget.

Acting Assistant Chief Loyd is a graduate of the FBI National Academy and holds a master’s degree of management from the Johns Hopkins University.
