Jessica Baboulis Assistant Chief of Police for Protective & Intelligence Operations

Assistant Chief Jessica Baboulis has served as the Assistant Chief of Police for Protective & Intelligence Operations since April of 2026. Before her promotion to Assistant Chief, Jessica Baboulis served as the inspector of the U.S. Capitol within the United States Capitol Police (USCP) where she oversaw approximately 550 sworn, civilian and contract security officers. Assistant Chief Baboulis was responsible for the safety and security of 3-5 million visitors to the Capitol each year and for coordination and execution of all major events occurring at the Capitol to include Presidential and head of state visits, National Special Security Events (NSSEs) and concerts.
In 2024, Assistant Chief Baboulis performed as the operations commander for the Republican National Convention (RNC) in Milwaukee, WI and successfully planned and executed four National Special Security (NSSE) events throughout a three-month period. The NSSEs included the 2025 Counting and Certification of the Electoral Vote, the Lying in State of Former President James Earl Carter Jr., the 60th Presidential Inauguration and the Presidential Address to a Joint Session of Congress.
During her 26 years with the USCP, Assistant Chief Baboulis has worked many assignments in both an operational and administrative capacity. Her career has spanned a wide variety of assignments across the Department to include Intelligence Investigator, Public Information Officer, Internal Affairs Investigator, and Commander of the Motor Unit. Furthermore, Inspector Baboulis established and commanded the Office of Background Investigations and Credentialing, which is responsible for conducting background investigations for the USCP and Congressional offices across Capitol Hill. Assistant Chief Baboulis implemented the Department’s TASER programs and is responsible for creating the Department’s 150-member Bicycle Response Unit (BRU) used as a rapid response team for crowd management and events on Capitol Hill.
Assistant Chief Baboulis is a graduate of Pace University where she obtained a Bachelor’s in Criminal Justice, while minoring in Anthropology and Sociology. Assistant Chief Baboulis is also a graduate of the Senior Management Institute for Police (SMIP), the NPS Center for Homeland Defense and Security Executive Leaders Program and has attended the School for National Security Executive Education (SNSEE), in Washington, DC. She is an active member of the International Association of Chiefs of Police and the Police Executive Research Forum. Assistant Chief Baboulis is also a recipient of the 2022 Congressional Gold Medal Award and the 2023 Anti-Defamation League Gold Shield Award for her actions surrounding the January 6th attack on the U.S. Capitol.
