Attempted Kidnapping Suspect Arrested by U.S. Capitol Police

On Monday, March 8, 2010 at approximately 5:00 pm, U.S. Capitol Police Officer Jason Packer was on routine patrol when he was flagged down by the complainant in the 400 Block of First Street, SE. The complainant stated that someone attempted to kidnap his children and assault the person caring for the children by forcefully attempting to remove the children from the stroller while pulling the entire stroller away from the victim and assaulting her. The suspect then fled and was found at the Capitol South Metro Station. She was positively identified by the victim. The suspect, identified as 23 year old Crystal Ann Barnes of Maryland was arrested by the U.S. Capitol Police at approximately 5:45 pm and transported to 119 D Street, NE for processing. She has been charged with Attempt Kidnapping x 2; Aggravated Assault.
