Upon arrival, R/O was flagged down by the Complainant who stated another driver spit in his face and attempted to punch him. All attempts to locate the Suspect were met with negative results. The Suspect was placed under arrest. During the search incident to arrest, the Suspect started making verbal threats and began headbutting and kicking while being transported to Headquarters. | |
| DRIVING UNDER THE INFLUENCE + POSSESSION OF OPEN CONTAINER OF ALCOHOL - VEHICLE | 1:27:00 | 260512001537 | R/O observed a vehicle traveling northbound in the 400 block of South Capitol Street SE pass through a red signal at the intersection of South Capitol Street and Washington Avenue SW. A traffic stop was conducted in the 200 block of Independence Avenue SW. Upon approach, R/O detected an odor of marijuana emanating from the vehicle. While speaking with the driver, R/O noticed their eyes were watery and blood shot and smelled an odor consistent with an alcoholic beverage emanating from the driver's breath. SFSTs were administered and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. A search of the vehicle incident to arrest revealed a bottle of cognac on the rear passenger seat. | |

One Suspect stood up and started yelling while, the other attempted to capture the disruption on video. The Suspects were given multiple warnings to cease and desist their demonstration activity but failed to do so. Upon approach, R/O detected an odor of marijuana emanating from the driver's vehicle. A WALES/NCIC check of the driver revealed no operators permit status in the District of Columbia, Maryland, or Virginia. SFSTs were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

| NO PERMIT + POSSESSION OF AN OPEN CONTAINER OF ALCOHOL (POCA) POSSESSION WITH INTENT TO DISTRIBUTE MARIJUANA - MISD | 13:52:00 | 260510001516 | R/O observed a vehicle displaying an obstructed registration in the 400 Block of Second Street NW. R/O conducted a traffic stop in the same location. A WALES/NCIC check of the driver revealed no driving status in the District of Columbia, Maryland or Virginia. The driver (S-1) was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, an open bottle of an alcoholic beverage was found on the floor of the backseat. Additionally, R/O located a bookbag containing more than 2 ounces of a green leafy substance wrapped in plastic. The passenger (S-2) of the vehicle stated the bookbag belonged to them. Therefore, the passenger was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. CSS conducted testing of the green leafy substance which returned with a presumptive positive for THC. |
