A WALES/NCIC check of the driver revealed a suspended Virginia operator's permit and no status in the District of Columbia or Maryland. After the R/O attempted to conduct a traffic stop, the vehicle continued to drive slowly before coming to a stop in the middle of the crosswalk in the intersection of D and First Streets NW. During the course of the investigation, R/O detected a faint odor of alcohol emitting from inside the vehicle. SFTS were conducted. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. A WALES/NCIC check of the Suspect revealed an expired Maryland Learner's permit and no valid status in the District of Columbia, Maryland, or Virginia. | |

R/O conducted a traffic stop in the 200 Block of E Street NW. While speaking to the driver, R/O detected a strong odor of cannabis emitting from the vehicle and observed the driver's eyes were bloodshot. SFSTs were administered. Due to numerous signs of impairment, the Suspect was placed under arrest. During the search incident to arrest, the Suspect resisted by refusing to comply with several verbal commands and by pulling their wrists upwards while being handcuffed. The Suspect was transported to Headquarters for processing. During an inventory of the Suspect's vehicle, A/O located an open container that had an odor consistent with an alcoholic beverage. | |

During an inventory of the Suspect's vehicle, R/O located an open container on the driver floorboard that had an odor consistent with an alcoholic beverage. | |

R/O conducted a traffic stop in the same location. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During an inventory of the Suspect's vehicle, a bottle of an alcoholic beverage approximately 1/8th full was discovered inside a bag in the rear seat. | |

The Suspect gave A/O-1 falsified information and became uncooperative. A/O-2 detected a strong odor of an alcoholic beverage emitting from the Suspects water bottle. R/O smelled the liquid which had an odor consistent with an alcoholic beverage. The Suspect was placed under arrest and transported to Headquarters for processing |
