| DRIVING UNDER INFLUENCE - 1ST OFFENSE, POSSESSION OF AN OPEN CONTAINER OF ALCOHOL | 1:36:00 | 260220000489 | R/O observed a vehicle make a turn against a red signal at the intersection of North Capitol and E Street NW. The vehicle continued on E Street and passed through another red signal at the intersection of E Street and New Jersey Avenue NW. The vehicle then turned into the 400 Block of First Street NW, driving in the opposite direction of traffic. A traffic stop was conducted in this same area. Upon approach, R/O smelled an odor consistent with an alcoholic beverage emanating from the vehicle. R/O noticed the driver's eyes were bloodshot and their speech was slurred. SFST's were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, an open bottle with liquid consistent with alcohol was located inside a bag on the floorboard. | |

A WALES/NCIC check of the Suspect revealed an expired license out of Maryland and no driving status in the District of Columbia or Virginia. R/O also observed the vehicle change lanes without using a signal. A traffic stop was conducted in the Unit Block of Massachusetts Avenue NW. Upon approach, R/O detected the odor of marijuana emitting from the vehicle. The Suspect admitted to smoking marijuana an hour prior. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

| FUGITIVE FROM JUSTICE + ADDITIONAL CHARGES: FAILURE TO APPEAR FAILURE TO APPEAR DISORDERLY CONDUCT RESISTING ARREST POSSESSION OF A PROHIBITED WEAPON - OTHER | 11:01:00 | 260218000467 | R/O observed an individual urinating in public. R/O issued verbal commands for the Suspect to stop. The Suspect refused to comply and fled on foot across multiple lanes of traffic on Massachusetts Avenue NE. R/O positioned his bicycle in an attempt to stop the Suspect but the Suspect pushed the bicycle aside and continued fleeing. Multiple officers surrounded the Suspect and the Suspect then stopped resisting by laying on the ground. A WALES /NCIC check of the suspect revealed an active warrant for Failure to Appear issued by the District of Columbia. During a search of the Suspect, Officers recovered 3 Scissors and 2 Knives from the Suspect. When asked for the purpose of the knives, the Suspect stated they were for self-defense. The Suspect was placed under arrest and transported to Headquarters for processing. | |
