NO PERMIT 10:35:00 260826002760 R/O observed a vehicle traveling northbound in the 1200 block of South Capitol Street SE with expired tags. A WALES/NCIC check confirmed the expired tags along with a suspended registration. A traffic stop was conducted in the Unit Block of M Street SW. A WALES/NCIC check of the driver revealed a suspended Maryland license and no status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
ASSAULT WITH A DANGEROUS WEAPON, THREAT TO KIDNAP OR INJURE A PERSON, CARRYING A PISTOL WITHOUT A LICENSE (OUTSIDE HOME OR PLACE OF BUSINESS), TRANSPORT OF LOADED HANDGUN AND COUNTERFEIT TAGS 9:24:00 260826002759 R/O 1 monitored a Metropolitan Police Department (MPD) radio transmission for an individual with a gun operating a white Tesla with temporary tags at Fourth and H Streets NE. While responding to the area, R/O 1 observed the vehicle parked in the 800 Block of North Capitol Street NE with three individuals seated inside. R/O approached the vehicle and ordered the driver and passengers to exit. The driver admitted to having a handgun in the glovebox. Further investigation revealed the Complainant reported to an MPD officer the driver of the Tesla pointed a handgun at them and stated, "get shot b***h" during a road rage incident in the 600 Block of H Street NE. The Suspect was placed under arrest. R/O 2 and R/O 3 responded and processed the scene. A search of the vehicle glovebox revealed a .40 caliber handgun loaded with ten (10) rounds in the magazine and one (1) in the chamber. An inquiry through the Metropolitan Police Department Gun Registration Unit revealed the Suspect was the registered owner of the handgun but does not possess a permit to carry a firearm or ammunition in the District of Columbia. A WALES/NCIC of the vehicle registration revealed the tags were expired and appeared to be fictitious. The Suspect was transported to Headquarters for processing.
CARRYING DANGEROUS WEAPON (OUTSIDE HOME OR PLACE OF BUSINESS) 15:10:00 260825002756 R/O 1, R/O 2, and R/O 3 responded to a call for an illegally parked truck with a guillotine in the bed of the truck in the Unit Block of East Capitol Street SE. Upon arrival, R/O 1 and R/O 2 observed the Suspect seated in the bed of the truck with an approximately 10 foot-tall, fully functioning wooden guillotine equipped with what appeared to be a metal blade sharpened at an angle. The Suspect was placed under arrest and transported to Headquarters for processing. R/O 4 responded to process the scene. R/O 5 responded and conducted a custodial interview.
UNLAWFUL ENTRY OF A MOTOR VEHICLE AND POSSESSION OF A CONTROLLED SUBSTANCE - MISDEMEANOR 5:02:00 260825002749 R/O 1 was approached by a Witness who alerted R/O 1 of an individual entering a USCP vehicle in the rear of the Fairchild Building. As R/O 1 approached the area, R/O 1 observed the individual removing a bicycle from the USCP vehicle and then riding away. R/O 1 gave verbal commands to dismount the bicycle, but the individual refused. R/O 1 grabbed the bicycle and detained the individual. The Suspect was placed under arrest. Search incident to arrest revealed a vial containing a white powdery substance and a plastic container with a cream-colored rock substance in the Suspect's possession. R/O 2 and R/O 3 responded and processed the scene. The substances were field tested positive for methamphetamine and crack cocaine respectfully. The Suspect was transported to Headquarters for processing.
NO PERMIT 21:59:00 260824002748 R/O 1 and R/O 2 observed a vehicle traveling eastbound in the Unit Block of Independence Avenue SE with no rear lights illuminated. A traffic stop was conducted in the 100 Block of First Street SE. A WALES/NCIC check of the driver revealed no valid operator's permit in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
ASSAULT ON A FEDERAL POLICE OFFICER (SIMPLE ASSAULT) 17:50:00 260825002754 R/O 1 and R/O 2 were on hospital duty at George Washington University Hospital when they observed the Suspect becoming agitated and attempting to disengage themselves from the medical equipment. As R/O 1 and R/O 2 attempted to prevent the Suspect from freeing themselves, the Suspect punched R/O 2 in the chest. The Suspect was subsequently restrained by George Washington University Hospital Special Police Officer so the hospital staff could administer necessary medication.
LEWD, INDECENT, OR OBSCENE ACTS (DISORDERLY CONDUCT) 8:31:00 260824002740 R/O responded to the report of indecent exposure. The Complainant stated while sitting in their vehicle on Lot 12, the Suspect was standing with their pants and underwear lowered and their penis exposed while staring at the Complainant for a couple of minutes. The Suspect pulled up their pants. The Suspect then aboard a Metro Bus and was last seen. The Complainant captured a photo of the Suspect. A lookout was given and a canvass the area for the Suspect was met with negative results.
LEWD, INDECENT, OR OBSCENE ACTS AND CONSUMPTION OF MARIJUANA IN PUBLIC SPACE PROHIBITED 20:27:00 260823002736 R/O observed an individual smoking a cigarette with an odor consistent of burnt marijuana at the intersection of New Jersey and Massachusetts Avenues NW. R/O then observed the Suspect walk to the 700 Block of New Jersey Avenue NW, pull down their pants to their ankles, and proceed to rub their exposed genitals. R/O conducted a stop in the same location. The Suspect handed the R/O a burned cigarette containing a green, leafy residue. During the search incident to arrest, R/O located a rolled marijuana cigarette in the Suspect's sock. The Suspect was placed under arrest and transported to Headquarters for processing.
DRIVING UNDER INFLUENCE - 1ST OFFENSE, POSSESSION OF AN OPEN CONTAINER OF ALCOHOL, AND POSSESSION OF A CONTROLLED SUBSTANCE x3 3:56:00 260823002733 R/O 1 observed a vehicle operating without any running lights in the 500 Block of H Street NE. A traffic stop was conducted in the 200 Block of H Street NE. Upon approach, R/O 1 detected a moderate odor of marijuana emanating from the vehicle and a moderate odor of an alcoholic beverage emanating from the Suspect's breath. SFSTs were conducted. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, R/O 2 discovered an opened bottle of tequila in the trunk of the vehicle, a full can of alcohol in the driver side door, and a black bag on the driver side floorboard that contained two (2) peach-colored baggies, two (2) clear baggies, and a blue pill. R/O 3 tested the items, and the contents of the one (1) peach-colored baggie tested positive for MDMA, the contents of one (1) clear baggie tested positive for cocaine, and the blue pill tested positive for amphetamines.
UNAUTHORIZED USE OF A VEHICLE, FLEEING FROM A LAW ENFORCEMMENT OFFICER IN A MOTOR VEHICLE , LEAVING AFTER COLLIDING, AND NO PERMIT 12:33:00 260822002730 R/O 1 observed a vehicle traveling in the Unit Block of I Street SW displaying a tag for a vehicle returned as stolen. A traffic stop was attempted in the 300 Block of 12th Street SW. The Suspect failed to stop when R/O 1 activated his emergency lights and fled at a high rate of speed disregarding all traffic laws. Upon investigation it was discovered that the Suspect struck multiple vehicles when he fled. While on scene R/O 2 was flagged down and told the Suspect was hiding in a grassy area. A WALES/NCIC check of the Suspect revealed no status in the District of Columbia, Maryland or Virginia. The Suspect was apprehended, placed under arrest and transported to Headquarters for processing.
