R/O attempted to conduct a traffic stop, but the vehicle continued to travel slowly before turning onto New Jersey Avenue and C Street NW. The vehicle then stopped in the Unit Block of Louisiana Avenue NW. A traffic stop was conducted in the same location. During the course of the investigation, R/O detected an overwhelming odor of cologne, and observed the Suspect's speech was thick. SFSTs were administered. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During an inventory search of the vehicle, R/O located multiple open containers of alcohol. | |

| DRIVING UNDER THE INFLUENCE - 1ST OFFENSE, FAIL TO EXHIBIT PERMIT | 3:02:00 | 260919003006 | R/O responded to the area of the Third Street Tunnel southbound ramp near Second and D Street NW, for a vehicle that was stopped and had one tire resting on the curb. As R/O positioned his vehicle behind the stopped vehicle, the Suspect stepped out of the vehicle unbalanced and unsteady. The Suspect stumbled onto the roadway and R/O assisted the Suspect back onto the sidewalk. R/O could detect a strong odor of an alcoholic beverage emitting from the Suspect's breath. The suspect's eyes were bloodshot and watery. The R/O asked the Suspect for their drivers license and the Suspect refused to provide a drivers license. R/O tried to obtain the Suspect information via word of mouth and was only provided the first and last name but refused to provide the date of birth. The suspect refused to submit to SFST's. R/O ran a registration check via MDT and was provided the Suspects full name, date of birth and driving status. The suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene. | |

A Complainant approached R/O and stated that an individual was chasing people along the Southwest Drive of the U.S. Capitol Building. R/O immediately made contact and detained the Suspect. The Complainant stated they feared for their life and believed they were going to die. The Suspect was placed under arrest and transported to Headquarters for processing. | |
