The WALES/NCIC revealed the tags belong to a different vehicle. A traffic stop was conducted in the Unit Block of Massachusetts Avenue NE. A WALES/NCIC check of the driver revealed an expired District of Columbia operator's permit and no driver's status in Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |

Once on the scene, the Complainant advised R/O 1 and R/O 2 that an unknown individual stole two plants totaling one hundred dollars from a planter at Bartholdi Park. A canvass for the Suspect and the stolen items was met with negative results. | |

Upon R/O entering the establishment, the individual dropped the merchandise and exited the building. The individual was detained in the Unit Block of K Street SE. R/O reviewed video surveillance footage that showed the individual gathering merchandise and walking past the points of sale towards the exit. The Suspect was placed under arrest and transported to Headquarters for processing. | |

R/O also observed an open bottle of Tito's vodka behind the driver's seat.
