The individuals were warned to cease and desist demonstration activities, but failed to do so. While attempting to place one of the Suspects under arrest, the Suspect became physically resistant. A traffic stop was conducted in the 100 Block of H Street NE. A WALES/NCIC check of the Suspect revealed a suspended drivers license in Maryland with no status in the District of Columbia or Virginia. Further investigation revealed that the Suspect was the operator and sole occupant of his vehicle, at the time of the traffic crash When speaking to the driver, RO detected a moderate odor of alcohol emitting from the drivers breath and bloodshot eyes. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

RO observed the vehicle pass through the red light at H Street and New Jersey Avenue NW. He then proceeded to travel into oncoming traffic. RO then lost visual contact with the vehicle. A canvas of the area was conducted but with negative results. CIS notified. | |
| DRIVING UNDER THE INFLUENCE OF ALCOHOL OR DRUGS + COUNTERFEIT TAGS | 16:47:00 | 260120000186 | R/O observed a vehicle traveling Southbound in the 600 Block of South Capitol Street with what appeared to be a counterfeit temporary tag with no expiration date. A traffic stop was conducted in the Unit Block of Massachusetts Avenue NE. While conversing with the driver, R/O smelled a strong odor of cannabis emanating from inside the vehicle. SFSTs were administered and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |
| THEFT SECOND DEGREE | 12:51:00 | 260120000181 | R/O responded a report of a theft in progress at an establishment in the Unit Block of I Street SE. While responding to the scene, the Complainant flagged down R/O in the Unit Block of L Street SE and provided a description of the Suspect. R/O observed the Suspect running into an alley in the Unit Block of I Street SE where the Suspect was subsequently detained. Video footage from the establishment showed the Suspect leave the establishment with merchandise in hand without rendering payment. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. |
