USCP Selects Thomas A. (Tad) DiBiase as General Counsel

Steven A. Sund, Chief of Police, announced today the selection of Thomas A. (Tad) DiBiase as the United States Capitol Police (USCP) General Counsel, effective August 16, 2020.

The Office of the General Counsel is directly responsible to the Chief of Police, and provides legal advice to the operational and administrative elements of the Department. Mr. DiBiase has been serving as the USCP's Acting General Counsel since October 2019, and also served as Deputy General Counsel for 10 years.

Mr. DiBiase graduated cum laude from Wake Forest University with a Bachelor of Arts degree in Politics in 1987. He graduated with a J.D. cum laude from Brooklyn Law School in 1991, and joined the Washington office of New York's Shearman & Sterling law firm. He was a litigation associate at the firm from 1991 to 1995.

In 1995, Mr. DiBiase joined the United States Attorney's Office for the District of Columbia (USAO) where his main role was as a homicide prosecutor. Throughout his tenure with the USAO, he held several leadership positions including Deputy Chief of the Misdemeanor Section; Chief of the Third District Homicide/Major Crimes Section; Director of Training and Professional Development, and Deputy Chief of the Homicide Section. In 2007, he joined the construction litigation firm of Shapiro, Lifschitz, and Schramm where he practiced trial work until April 2010 when he joined the USCP.

Over the past decade, from police enforcement, to First Amendment law, to procurement, Mr. DiBiase has skillfully navigated every legal aspect of the Department's operations. In addition, Mr. DiBiase has an excellent working relationship with our federal, state, and local law enforcement partners and Congressional stakeholders. The Department is fortunate to have him lead our Office of the General Counsel, and I look forward to working with Mr. DiBiase on furthering the Department's critical mission to protect and serve the Congress and the U.S. Capitol Complex," said Chief Sund.
