| TRAFFIC - DUI ALCOHOL OR DRUGS. ADDITIONAL CHARGES: TRAFFIC - PERMIT-NO-VALID FAILURE TO EXHIBIT. | 01:43:00 | 230326000585 | R/O observed a vehicle operating without illuminated headlights while traveling southbound in the Unit Block of Third Street NW. R/O initiated a traffic stop at Third Street and Constitution Avenue NW. During the stop, the Suspect provided R/O with a Maryland Identification Card. A WALES/NCIC inquiry revealed the Suspect did not have a valid operator's permit in the District of Columbia, Maryland or Virginia. While conversing with the Suspect, R/O smelled an odor consistent with marijuana emanating from inside the vehicle and observed signs of impairment. SFSTs were administered. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During a subsequent inventory search of the vehicle, an opened bottle of alcohol was found in the vehicle's console. | |

ADDITIONAL CHARGES: TRAFFIC - PERMIT-NO-VALID TRAFFIC - RECKLESS DRIVING FLEEING A LAW ENFORCEMENT OFFICER; RECKLESS DRIVING RECKLESSLY ENDANGERING A CHILD'S PHYSICAL, MENTAL OR EMOTIONAL HEALTH. | 00:20:00 | 230326000584 | R/O observed a vehicle proceed through several solid red lights at a high rate of speed while traveling southbound on Third Street between Pennsylvania Avenue NW and Independence Avenue SW. R/O initiated a traffic stop in the 200 Block of Third Street SW. During the stop, the Suspect provided R/O with a Maryland Identification Card. While conversing with the Suspect, R/O noticed the Suspect had difficulty following directions, slurred their speech, and appeared incoherent several times. R/O also noticed a young child in the vehicle but could not confirm they were secured in a child seat. With suspicion the Suspect was under the influence of alcohol or drugs and fearing for the safety of the child, R/O asked the Suspect to step out of the vehicle. The Suspect then fled the scene at a high rate of speed. The vehicle was last seen traveling eastbound in the 200 Block of C Street SW. Using the Suspect's Maryland Identification Card, a WALES/NCIC check was conducted, which revealed the Suspect did not have a valid operator's permit in the Distict of Columbia, Maryland, or Virginia. S/A-1 and S/A-2 were notified and will continue to investigate. | |

A traffic stop was conducted in the 200 Block of Pennsylvania Avenue SE. Upon approach, R/O could detect a strong odor of an alcoholic beverage emitting from the Suspect's breath and person. SFSTs were administered and due to multiple signs of impairment, the Suspect was arrested and transported to Headquarters for processing. | |

A traffic stop was conducted in the 100 Block of Independence Avenue SE. A WALES/NCIC check of the Suspect revealed an active warrant issued by District of Columbia Superior Court and no permit status in the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |

The Suspects were given three warnings to cease their demonstration activity but failed to do so. Seven Suspects were placed under arrest and transported to Headquarters for processing. | |

ADDITIONAL CHARGES: UNREG FIREARM - MISD UNREG AMMO - MISD FLEEING FROM POLICE OFF - MISD TRAFFIC - RECKLESS DRIVING RESISTING ARREST. | 14:11:00 | 230323000560 | R/O observed a vehicle traveling at a high rate of speed through the intersection of Fourth Street and Pennsylvania Avenue, SE. R/O continued to observe the vehicle driving erratically and disobeying multiple traffic laws prior to a traffic stop being conducted in the 700 Block of South Carolina Avenue, SE. R/O attempted to detain the Suspect, who resisted by grabbing the steering wheel and attempted to drive away. The Suspect was placed under arrest and a search was conducted resulting in the recovery of a firearm. A/O responded to the scene and processed a .45 caliber pistol and nine rounds of ammunition. A WALES/NCIC check revealed the firearm was not registered in the District of Columbia. The Suspect was transported to Headquarters for processing. S/A responded to interview the Suspect. | |

The suspect was seen drinking the red substance from the bottle. The R/O proceeded to stop the suspect and smelled an odor emanating from him consistent with an alcoholic beverage. S-1 was placed under arrest and transported to Headquarters for processing. | |
