Upon approach, R/O detected an odor of marijuana emitting from the Suspect's breath and person. R/O also observed that the Suspect's eyes were glassy and he was lethargic. R/O conducted a traffic stop at Independence and New Jersey Avenues, SE. Upon approach, R/O detected odors of marijuana and an alcoholic beverage emitting from the Suspect's breath and person. While trying to place the Suspect under arrest, he became aggressively combative toward the officers. During the search incident to arrest, drug paraphernalia was found on the Suspect's person, and an open container of alcohol was found in the vehicle. The Suspect was transported to Headquarters for processing. | |

The Suspect began running westbound on D Street, NE, through Lower Senate Park toward Columbus Circle, NE. The Suspect was stopped by multiple USCP units at the intersection of North Capitol Street and E Street, NE. The Suspect was placed under arrest and transported to Headquarters for processing. Upon further investigation, it was discovered that a second location was defaced by the Suspect in the 100 block of D Street, NE. CSS responded and processed the scene. |
