R/O then observed the vehicle make a right turn on a red arrow signal at the intersection of North Capitol Street and Louisiana Avenue NW. A traffic stop was conducted in the Unit Block of Louisiana Avenue NW. Upon approach, the Suspect was talked in a low mumble, and referenced having just left a party where drugs had been consumed. SFSTs were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

Upon arrival, R/O was informed by the Complainant, that on December 14, 2023 between 1000 and 1400 hours, an unknown Suspect stole a plant from the U.S. Botanic Garden Conservatory Building. There was no video surveillance of the theft. A/O photographed and processed the scene. Crime Scene was notified. | |

While speaking with the driver, R/O observed that the Suspect had slurred speech, and bloodshot eyes. R/O detected a strong odor of an alcoholic beverage that emitted from inside the vehicle. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was arrested and transported to Headquarters for processing. |
