A traffic stop was conducted in the 700 Block of Pennsylvania Avenue SE. A WALES/NCIC check of the Suspect revealed a suspended license out of Virginia, with no status in the District of Columbia or Maryland. While speaking with the Suspect, R/O observed that the Suspect had a blank stare and jittery movements. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

A traffic stop was conducted on Interstate 395 Northbound prior to Exit 9. A WALES/NCIC check of the Suspect's DC Identification Card revealed no valid permit in the District of Columbia, Maryland, or Virginia. A/O located the Suspect in the 300 Block of Pennsylvania Avenue SE. During a search incident to arrest, A/O located a knife in the Suspect's bag, which they confirmed was used to damage the bicycles. CSS responded to process the scene. The Suspect was placed under arrest and transported to HQ for processing. | |

In the same location, A/O detained an individual matching the lookout. The Victim stated to R/O that the Suspect punched him in the back. CIS conducted a show up with positive results. The Suspect was placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER THE INFLUENCE OF ALCOHOL OR DRUGS + ADDITIONAL CHARGES: POSSESSION OF A CONTROLLED SUBSTANCE FUGITIVE FROM JUSTICE | 23:18:00 | 240301000443 | R/O observed a vehicle in the Unit Block of E Street SW with the driver asleep at the wheel. R/O initiated a traffic stop in the same location and attempted to wake up the driver. R/O observed the driver regain consciousness while struggling to put the vehicle transmission in park. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest. During a search incident to arrest, a clear plastic bag and a folded up piece of paper containing a white powdery substance was located in the Suspect's front pocket which later tested positive for Oxycodone. Additionally, a WALES/NCIC check revealed the Suspect had an active warrant out of Fairfax County, Virginia. The Suspect was transported to Headquarters for processing. CSS responded to process the scene. CIS was notified. | |

A traffic stop was initiated at the same location. Upon approach, R/O observed the Suspect seemingly asleep in the driver's seat. SFSTs were conducted, which yielded numerous signs of impairment. Furthermore, a WALES/NCIC check revealed the Suspect was subject to an active bench warrant held by the Superior Court of the District of Columbia, which was subsequently verified by Communications. The Suspect was placed under arrest and transported to HQ for processing. | |

The Complainant reported securing their scooter to the bike rack at First Street and Independence Avenue SE at approximately 0655 hours and upon returning at 1430 hours, discovered the scooter missing.
