R/O exited his patrol vehicle to get the Suspect's attention, when the Suspect's vehicle narrowly missed the R/O, and continued eastbound on the closed street. The Suspect's vehicle turned around and returned to the checkpoint. R/O initiated a traffic stop in the 100 block of Independence Avenue, SW. Upon approach R/O detected an odor of an alcoholic beverage emitting from an open container in the vehicle. A WALES/NCIC check of the Suspect revealed no status in the District of Columbia, and a failure to appear warrant out of the District of Columbia. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

After multiple attempts, the Suspect was awakened and was asked to step out of the vehicle. R/O activated his emergency lights, and the vehicle came to a stop on the right-hand shoulder. The vehicle then continued to move northbound fleeing the scene. Upon exiting the tunnel, R/O observed the vehicle stopped at the red signal, and conducted a traffic stop at the intersection of New Jersey and New York Avenues, NW. A WALES/NCIC check revealed the Suspect had an expired license out of the District of Columbia with no status in Maryland or Virginia. A traffic stop was conducted in the 200 block of Constitution Avenue, NW. Upon approaching the vehicle, R/O observed a Virginia Temporary Tag taped in the rear window. A WALES/NCIC check of the tag returned with no record found. A WALES/NCIC check of the Suspect indicated no valid permit in the District of Columbia, with no status in Maryland or Virginia. Search incident to arrest revealed a switchblade knife in the Suspect's front right pocket. The Suspect was placed under arrest and transported to Headquarters for processing. |
