R/O observed a vehicle matching the description traveling eastbound in the unit block of Independence Avenue, SE. A traffic stop was conducted in the 400 block of Independence Avenue, SE. A WALES/NCIC check revealed the vehicle's registration had been reported stolen, and the displayed tags belonged to a different vehicle. The check also revealed the Suspect had an active bench warrant out of the District of Columbia. USCP Communications confirmed the warrant. The Suspect was placed under arrest and transported to Headquarters for processing. | |
| CROWDING OBSTRUCTING INCOMMODING DC CODE 22-1307 | 11:10:00 | 221006001539 | R/O observed multiple Suspects chanting, standing in the roadway, and blocking the flow of traffic in the 100 block of Constitution Avenue, NE. The Suspects were warned to cease and desist with their unlawful activities, but they failed to stop. Thirteen Suspects were placed under arrest and processed on the scene. | |

R/O conducted a traffic stop in the 300 block of C Street, NE. The Suspect did not have a driver's license in his possession. A WALES/NCIC check by word of mouth of the Suspect's name and date of birth revealed no valid permit in the District of Columbia, Maryland, or Virginia, and the displayed tag did not match the vehicle. The Suspect was placed under arrest and transported to Headquarters for processing. | |

A traffic stop was conducted at Columbus Circle, NE. Upon approach, R/O detected an odor of Marijuana coming from the vehicle, and an odor of an alcoholic beverage emitting from the Suspect's breath. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

R/O conducted a welfare check of the Suspect. The Suspect became irate, made threats, and sprayed an unknown chemical directly at the R/O. R/O and several Officers extracted the Suspect from the vehicle and placed him under arrest. Suspect was transported to CCB. CSS responded and processed the scene. | |

A traffic stop was conducted in the 200 block of Constitution Avenue, NW. Upon approach, R/O detected an odor of an alcoholic beverage emitting from the Suspect's breath and person. A WALES/NCIC check revealed the Suspect's license was suspended through Maryland with no status in Virginia or the District of Columbia. The vehicle's registration also was expired. A/O observed several open containers in the front of the vehicle, including a half-full container consistent with that of alcohol. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. | |

R/O and A/O attempted to stop the individual, who became extremely agitated and kicked the Officers. The Suspect was placed under arrest and transported to the hospital. | |

A WALES/NCIC check revealed the Suspect had a revoked Illinois driver's license with no status in the District of Columbia, Maryland, or Virginia. | |

R/O met with the A/O on the scene who had already informed the Suspect multiple times that they needed to leave the area or they would be placed under arrest. The Suspect continued to refuse to leave. The Suspect was then placed under arrest and transported to Headquarters for processing. | |
