R/O woke up the driver and conducted a traffic stop in the Unit Block of Massachusetts Avenue NW. R/O observed the driver had glassy and red eyes and could detect a moderate odor of an alcoholic beverage emitting from the drivers breath. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER THE INFLUENCE (DUI) + RECKLESS DRIVING POSSESSION OF AN OPEN CONTAINER OF ALCOHOL | 0:40:00 | 251102003368 | R/O while on routine patrol, observed a vehicle traveling westbound in the 200 Block of Independence Avenue SW with no headlights activated. The vehicle sped through the intersection of 3rd Street and Independence Avenue at a high rate of speed with no headlights initiated. R/O conducted a traffic stop in the 800 Block of Independence Avenue SW. R/O observed the driver with glassy eyes and could detect a strong odor of an alcoholic beverage emitting from the vehicle. The driver slurred their speech and had to repeat themselves multiple times for clear answers to R/Os questions. SFSTs were conducted and due to multiple signs of impairment, the Suspect was arrested and transported to Headquarters for processing. During an inventory search of the vehicle, R/O discovered a bottle of Whiskey that was more than halfway full and opened. | |
| TRAFFIC - DRIVING UNDER THE INFLUCENCE (DUI) + POSSESSION OF AN OPEN CONTAINER OF ALCOHOL (POCA) | 1:32:00 | 251102003371 | R/O while on routine patrol, observed a vehicle traveling eastbound in the 200 Block of Independence Avenue SW with no lights activated. R/O conducted a traffic stop in the 300 Block of Washington Avenue SW. Due to suspicion of impairment, RO conducted SFSTs of the driver. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During an inventory search of the vehicle, R/O discovered an open Crown Royale bottle lying in the front passenger floorboard with a small amount of liquid inside of it. | |

During the investigation, the Suspect attempted to walk away from officers and into roadway while vehicles were traversing. Both individuals agreed to go their separate ways. While leaving the scene, the Suspect yelled threatening statements then began to run away. After a brief foot pursuit, the Suspect was stopped and resisted Officers by locking his arms while Officers were attempting to put him in handcuffs. The Suspect was placed under arrest and transported to Headquarters for processing. | |

A WALES/NCIC check revealed the vehicle tags were expired and R/O conducted a traffic stop in the 500 Block of North Capitol Street NW. A WALES/NCIC check through USCP Communications revealed the driver had an expired license out of Maryland with no driving status in the District of Columbia or Virginia. The Suspect was arrested and transported to Headquarters for processing. | |

R/O observed the tag displayed on the vehicle had an expiration date of 09/27/2025. A WALES/NCIC check of the Suspect revealed no valid permit in the District of Columbia, Maryland, or Virginia.
