The Suspects were observed disrupting normal building operations by holding a flag, chanting loudly, and screaming while a committee was taking place. The Suspects were warned to cease and desist the demonstrating activity, but refused to do so. The Suspects were placed under arrest and transported for processing. | |
TRAFFIC ACCIDENT - HIT & RUN | 14:17:00 | 231107000000 | R/O was flagged down for the report of a traffic accident in the 200 Block of Pennsylvania Avenue SE. The Complainant reported a vehicle sideswiped them and fled the scene at a high rate of speed, southbound in the 200 Block of Third Street SE. A search for the Suspect's vehicle was met with negative results. CID was notified and will continue to investigate. | |
UNLAWFUL ACTIVITIES + ADDITIONAL CHARGES: CARRYING A PISTOL W/O A LICENSE - FELONY CARRY RIFLE OR SHOTGUN OUTSIDE HOME OR BUSINESS UNREG FIREARM UNREG AMMO - MISD POSSESSION OF A LARGE CAPACITY AMMUNITION FEEDING DEVICE FUGITIVE FR | 17:45:00 | 231107000000 | R/O was advised by the Witness that they observed someone in the Lower Senate Park possessing what appeared to be a firearm. The Witness then pointed out the Suspect who was sitting on a bench in the center of the Lower Senate Park. Upon approach, R/O observed the Suspect holding what appeared to be firearm. R/O immediately gave loud verbal commands for the Suspect to drop the firearm, but he refused to do so. The Suspect involuntarily dropped to the ground and attempted to grab for the firearm. The Suspect was subdued and placed into handcuffs. A WALES/NCIC check of the Suspect revealed a prior felony conviction and an active extraditable warrant out of Fulton County, Georgia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. A search of the Suspect's bag revealed a sealed box of ammunition and one loose rifle round. Additionally, two loaded high-capacity magazines were found on scene. An inspection of the firearm's serial number revealed efforts to obliterate it. CIS responded to Headquarters and interviewed the Suspect. During the interview, the Suspect confirmed that the firearm and ammunition were not registered, nor did he possess a license to carry a pistol in the District of Columbia. | |
DESTRUCTION OF PROPERTY - $1000+ - FELONY + ADDITIONAL CHARGE: THEFT I - FROM AUTO | 22:08:00 | 231107000000 | R/O responded for the report of a theft from auto in the 600 Block of Massachusetts Avenue NW. The Complainants advised that they parked their vehicle at about 6:48 pm on November 7, 2023, with no damage. When they returned on the same date, they discovered their front passenger window shattered and several items missing. A search of the area was met with negative results. CSS responded and processed the scene. CIS was notified and will continue to investigate. | |
TRAFFIC - PERMIT-NO VALID +ADDITIONAL CHARGES: TRAFFIC - MISUSE OF TAGS FLEEING FROM POLICE OFF - MISD DC50-2201.05b(b)(1) RECKLESS DRIVING - MISD | 20:34:00 | 231107000000 | R/O observed a vehicle with a temporary tag that appeared to be fictitious, traveling westbound in the 100 Block of E Street NW. A traffic stop was conducted at the same location. Upon approach, R/O observed the Suspect open the door and attempt to flee. After being motioned to stop, the Suspect sat back in the driver seat and accelerated from the traffic stop at a high rate of speed, disregarding all traffic laws. Later, R/O observed the same vehicle parked and unoccupied in the 400 Block of Second Street NW. While canvassing the area, R/O located the Suspect standing near the vehicle at the same location. A WALES/NCIC check revealed the Suspect had no valid permit status in the District of Columbia, Virginia, or Maryland. The vehicle's tag came back with no registration on file. The Suspect was placed under arrest and transported to Headquarters for processing. | |

Despite numerous warnings from R/O and other officers, the Suspect continued to access the restricted areas around the U.S. Capitol in an apparent attempt to enter the building. The Suspect was placed under arrest and transported to Headquarters for processing. | |

A traffic stop was conducted in the same location. A WALES/NCIC check was conducted and revealed the tag belonged to another vehicle and the Suspect did not have a valid operators permit in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |

R/O conducted a traffic stop at the intersection of South Capitol and P Street SW. Upon approach, the Suspect accelerated, striking a vehicle and fleeing the scene westbound on P Street SW. A canvas of the area was met with negative results. CSS responded to process the scene. CIS was notified and will continue to investigate. | |
TRAFFIC - PERMIT-NO VALID +ADDITIONAL CHARGES: TRAFFIC - MISUSE OF TAGS PERMIT - FAIL TO EXHIBIT | 18:57:00 | 231105000000 | R/O conducted a WALES/NCIC check of the tags affixed to a vehicle travelling southbound in the 500 Block of New Jersey Avenue NW and discovered they were registered to another vehicle. R/O conducted a traffic stop in the 400 Block of New Jersey Avenue NW. During the course of the stop, the Suspect admitted the tags belonged to another vehicle. The Suspect failed to provide a driver's license to R/O at any time during the stop. A WALES/NCIC check of the Suspect revealed the individual had an expired District of Columbia permit and no valid permit status in Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |
CARRYING A PISTOL W/O A LICENSE - FELONY +ADDITIONAL CHARGES: FLEEING FROM A POLICE OFFICER - FELONY TRAFFIC - DUI ALCOHOL OR DRUGS UUV - FELONY TRAFFIC - PERMIT-NO VALID UUV PASSENGER UNLAWFUL ENTRY OF A MOTOR VEHICLE - MISD R | 07:17:00 | 231105000000 | R/O observed a vehicle idling at a green light as traffic flowed around it in the Unit Block of Massachusetts Avenue NE. R/O attempted to initiate a traffic stop, but the vehicle accelerated eastbound in the Unit Block of Columbus Circle NE before making a right into the 400 Block of First Street NE. R/O then observed the vehicle crash into the police barricade at First and D Streets NE and two Suspects subsequently flee the scene. One Suspect was apprehended in the 100 Block of C Street NE in close proximity to a handgun that was discovered in a flower bed outside of the C Street Door of a Senate Office Building. A/O apprehended the other Suspect in the 500 Block of Second Street NE. While at the scene of the crash, A/O observed a black handgun with an extended magazine on the passenger seat of the Suspects' vehicle. A WALES/NCIC check of the vehicle revealed it was stolen out of Prince George's County, Maryland. A WALES/NCIC check of the Suspect who drove the vehicle revealed the individual had no valid permit status in the District of Columbia, Maryland, or Virginia. R/O attempted to conduct SFSTs on the Suspect who drove the vehicle but they could not be completed. However, the Suspect heavily slurred their words, which indicated the individual was a highly impaired driver based on R/O's experience. Both Suspects were transported to Headquarters for processing. CSS processed the firearms that were recovered and discovered the handgun found in the vehicle had an extended 22-round magazine containing 18 rounds of ammunition and one round in the chamber while the handgun found in the 100 Block of C Street NE had one round in the chamber, an auto sear, and indications that someone attempted to scratch out the serial number. |
