A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland or Virginia and no return on file for the counterfeit tags. The Suspect was placed under arrest. During the search incident to arrest, R/O found a small plastic bag containing white rocks in the Suspect's front right pocket which tested positive for cocaine. CSS responded and processed the scene. CIS was notified and the Suspect was transported to Headquarters for processing. | |

A WALES/NCIC check of the Suspect revealed a suspended license out of Virginia, with no status in the District of Columbia or Maryland. While speaking with the Suspect, R/O observed that the Suspect had a blank stare and jittery movements. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

A/O located the Suspect in the 300 Block of Pennsylvania Avenue SE. During a search incident to arrest, A/O located a knife in the Suspect's bag, which they confirmed was used to damage the bicycles. In the same location, A/O detained an individual matching the lookout. The Victim stated to R/O that the Suspect punched him in the back. CIS conducted a show up with positive results. R/O initiated a traffic stop in the same location and attempted to wake up the driver. R/O observed the driver regain consciousness while struggling to put the vehicle transmission in park. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest. During a search incident to arrest, a clear plastic bag and a folded up piece of paper containing a white powdery substance was located in the Suspect's front pocket which later tested positive for Oxycodone. Additionally, a WALES/NCIC check revealed the Suspect had an active warrant out of Fairfax County, Virginia. The Suspect was transported to Headquarters for processing. CSS responded to process the scene. CIS was notified. | |

Upon arrival, R/O met with the Complainant who reported the Suspect had made threatening statements towards them. The Complainant felt threatened by the statements because of how loud and agitated the Suspect was acting. The Suspect was placed under arrest and transported to HQ for processing. CIS responded and conducted a custodial interview with the Suspect. | |
