The Suspect presented false registration documentation. A subsequent WALES/NCIC check revealed the vehicle was not registered in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest, and transported to Headquarters for processing. | |

R/O conducted a traffic stop at the same location. A WALES/NCIC check of the Suspect revealed no permit status in the District of Columbia, Maryland, or Virginia. R/O conducted a traffic stop in the 100 Block of D Street NW. A WALES/NCIC check of the Suspect revealed the individual's Maryland permit was suspended, with no permit status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |
TRAFFIC - DUI ALCOHOL OR DRUGS + ADDITIONAL CHARGES: POSS OF OPEN CONTAINER OF ALCOHOL-VEHICLE | 01:45:00 | 230604001271 | R/O observed a vehicle traveling westbound in the 100 Block of Constitution Avenue NW make several traffic infractions. R/O conducted a traffic stop in the 300 Block of First Street NW. Upon approach, R/O detected a strong odor of an alcoholic beverage emitting from the Suspect's breath, and an open bottle of alcohol was observed in the backseat of the vehicle. SFSTs were conducted, and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |
TRAFFIC - DUI ALCOHOL OR DRUGS + ADDITIONAL CHARGES: POSSESSION OF OPEN CONTAINER OF ALCOHOL - VEHICLE TRAFFIC - MISUSE OF TAGS | 10:11:00 | 230603001264 | R/O was in the 1100 Block of South Capitol Street SE when he observed a vehicle with a non-functioning brake light. R/O conducted a traffic stop in the Unit Block of I Street SE. A WALES/NCIC inquiry revealed the tag belonged to a different vehicle. While speaking with the Suspect, R/O detected a strong odor consistent with the smell of an alcoholic beverage emitting from the Suspects breath. SFSTs were conducted, and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During an inventory search of the Suspects vehicle an open bottle of Tequila was found in the rear passenger seat pocket. | |
THREATS TO DO BODILY HARM-MISD | 16:44:00 | 230605001283 | R/O responded to a Library of Congress building for the report of an individual making threats to the Complainant. R/O spoke with the Complainant who stated the Suspect approached them on June 1, 2023, at a LOC Reference Desk, and threatened them. The Complainant also stated on June 2, 2023, the Suspect confronted them at a LOC room, and threatened to do bodily harm. A search for the Suspect was met with negative results. CIS was contacted, and will continue to investigate. | |
TRAFFIC - PERMIT-NO VALID + ADDITIONAL CHARGES: TRAFFIC - PERMIT - FAIL TO EXHIBIT | 23:51:00 | 230603001262 | R/O observed a vehicle drive through a solid red light at the intersection of Second and D Streets NW. A traffic stop was conducted in the 200 Block of E Street NW. The Suspect was unable to provide a physical driver's license but claimed to have one. A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |
TRAFFIC - PERMIT-NO VALID + ADDITIONAL CHARGES: UNLAWFUL POSSESSION OF AMMUNITION LOANING REGISTRATION, MISUSE OF TEMPORARY TAGS | 14:32:00 | 230602001254 | R/O observed a vehicle displaying what appeared to be altered tags traveling in the 100 Block of Third Street SW. A WALES/NCIC check of the tags revealed they were expired despite showing an expiration date of October 2023. A traffic stop was conducted in the 100 Block of Independence Avenue SW. A WALES/NCIC check of the Suspect revealed an expired learner's permit out of the District of Columbia, a surrendered permit out of Maryland, and no permit status in Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. During an inventory search of the vehicle, multiple rounds of ammunition were discovered. CSS-1 and CSS-2 responded to process the scene. | |
CARJACKING | 01:55:00 | 230602001250 | R/O and A/O were flagged down in the 400 Block of Washington Avenue SW for a report of an armed carjacking. While driving Northbound I-395 prior to Exit 6, two men armed with handguns pulled in front of the Complainant and was ordered to get out of the vehicle. The vehicle drove off Northbound I-395 into the 3rd Street Tunnel. The Complainant's cell phone was in the vehicle at the time of the carjacking. An attempt to track the phone was unsuccessful. CIS was notified and will continue to investigate. | |
CARRYING A PISTOL W/O A LICENSE (CPWL) + ADDITIONAL CHARGES: UNREG AMMO - MISD TRAFFIC - PERMIT - NO VALID UNREG FIREARM - MISD UNLAWFUL TRANSPORTATION OF FIREARM OBLITERATE, REMOVE, CHANGE, OR ALTER THE SERIAL NUMBER OF A FIREARM | 15:05:00 | 230601001246 | R/O was in the 500 Block of C Street NE when he observed a vehicle traveling northbound on Sixth Street NE with no front tag. A WALES/NCIC inquiry of the rear tag revealed an expired registration. R/O conducted a traffic stop in the Unit Block of Massachusetts Avenue NW. A WALES/NCIC of the Suspect revealed no valid operators permit in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest. R/O and A/O conducted an inventory search of the vehicle and discovered a handgun with an obliterated serial number and a magazine loaded with four live rounds of ammunition. CSS-1 and CSS-2 responded to process the scene. CIS and TAS responded to the scene and determined the handgun was not registered in the District of Columbia. The Suspect was transported to Headquarters for processing. |
