| UNAUTHORIZED USE OF A VEHICLE + ADDITIONAL CHARGES: DRIVING UNDER THE INFLUENCE - 1ST OFF | DCC 50DC2201.05[B][1] X POSSESSION OF A CONTROLLED SUBSTANCE | 1:49:00 | 240301000453 | R/O was alerted to an LPR hit for a stolen vehicle in the area of North Cap. and H St. NE. R/O located a vehicle matching the description at the intersection of Third and H Streets NE. A WALES/NCIC check through USCP Comms confirmed the vehicle was stolen out of PG County, MD. A traffic stop was conducted in the 1800 Block of Benning Road NE. While speaking with the Suspect, R/O observed that the Suspect made jittery movements & had bloodshot eyes. During an inventory search of the vehicle, CSS located a pipe & a container containing several small, white in color rock like substances later confirmed to be crack cocaine. The Suspect was placed under arrest & transported to HQ for processing. | |

A traffic stop was conducted in the 700 Block of Pennsylvania Avenue SE. A WALES/NCIC check of the Suspect revealed a suspended license out of Virginia, with no status in the District of Columbia or Maryland. While speaking with the Suspect, R/O observed that the Suspect had a blank stare and jittery movements. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

A WALES/NCIC check of the Suspect's DC Identification Card revealed no valid permit in the District of Columbia, Maryland, or Virginia. A traffic stop was conducted at the same location. A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland or Virginia and no return on file for the counterfeit tags. The Suspect was placed under arrest. During the search incident to arrest, R/O found a small plastic bag containing white rocks in the Suspect's front right pocket which tested positive for cocaine. CSS responded and processed the scene. CIS was notified and the Suspect was transported to Headquarters for processing. | |

A traffic stop was conducted in the 500 Block of North Capitol Street. A WALES/NCIC check of the Suspect revealed a suspended license out of the District of Columbia, with no status in Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER THE INFLUENCE OF ALCOHOL OR DRUGS + ADDITIONAL CHARGES: POSSESSION OF A CONTROLLED SUBSTANCE FUGITIVE FROM JUSTICE | 23:18:00 | 240301000443 | R/O observed a vehicle in the Unit Block of E Street SW with the driver asleep at the wheel. R/O initiated a traffic stop in the same location and attempted to wake up the driver. R/O observed the driver regain consciousness while struggling to put the vehicle transmission in park. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest. During a search incident to arrest, a clear plastic bag and a folded up piece of paper containing a white powdery substance was located in the Suspect's front pocket which later tested positive for Oxycodone. Additionally, a WALES/NCIC check revealed the Suspect had an active warrant out of Fairfax County, Virginia. The Suspect was transported to Headquarters for processing. CSS responded to process the scene. CIS was notified. | |
| DESTRUCTION OF PROPERTY LESS THAN $1000 | 15:51:00 | 240229000441 | R/O was flagged down by multiple witnesses in the 200 Block of Independence Avenue SE regarding a man with a knife stabbing bicycles in the area. A/O located the Suspect in the 300 Block of Pennsylvania Avenue SE. During a search incident to arrest, A/O located a knife in the Suspect's bag, which they confirmed was used to damage the bicycles. CSS responded to process the scene. The Suspect was placed under arrest and transported to HQ for processing. | |

In the same location, A/O detained an individual matching the lookout. The Victim stated to R/O that the Suspect punched him in the back. CIS conducted a show up with positive results. The Suspect was placed under arrest and transported to Headquarters for processing. | |

A traffic stop was initiated at the same location. Upon approach, R/O observed the Suspect seemingly asleep in the driver's seat. SFSTs were conducted, which yielded numerous signs of impairment. Furthermore, a WALES/NCIC check revealed the Suspect was subject to an active bench warrant held by the Superior Court of the District of Columbia, which was subsequently verified by Communications. The Suspect was placed under arrest and transported to HQ for processing. | |
| THEFT FIRST DEGREE (STOLEN AUTO) | DCC 22DC3211 | 23:55:00 | 240225000000 | R/O was flagged down in the 600 Block of Second Street NE by an individual who stated their car was stolen. The Complainant parked their vehicle at the same location at approximately 1445 hours the same day and discovered it was missing upon their return. A canvass of the area met with negative results. CIS was notified and will continue to investigate. |
