ADDITIONAL CHARGES: POSSESSION OF A CONTROLLED SUBSTANCE - MISD. | 23:35:00 | 2.31125E+11 | R/O observed a vehicle conducting a slow right turn from the 600 Block of North Capitol Street onto the Unit Block of Massachusetts Avenue NW. A WALES/NCIC of the vehicle revealed an expired registration. A traffic stop was conducted at the same location. While conversing with the Suspect, R/O noticed that the responses were slow and a faint odor consistent with Phencyclidine (PCP) was emanating from the vehicle. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, R/O located a wet cigarette with a color consistent in R/O's experience with a Phencyclidine (PCP) dipper. A/O responded and processed the scene. | |

Additionally, a WALES/NCIC check of the Suspect revealed no valid permit in the District of Columbia, Maryland, and Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |

As the Suspect's bag entered the x-ray machine, R/O observed what appeared to be an image of a loaded firearm on the screen. A search of the Suspect's bag revealed a firearm and a loaded magazine. The Suspect was placed under arrest. CSS responded to recover the firearm. A records check revealed the Suspect did not have a license to carry a pistol in the District of Columbia. The Suspect was transported to Headquarters for processing. CIS was notified. | |

A WALES/NCIC check of the driver revealed a canceled Alabama driver's license, with no status in Maryland, Virginia, or the District of Columbia. The Complainant reported locking up their bicycle on the northwest side of the building at approximately 1200 hours and upon returning at 1730 hours discovered the bicycle missing. An immediate canvas of the area yielded negative results. CIS was notified and will continue to investigate. | |

The Complainant stated that he observed the Suspect push his wife off her bike in the 200 Block of Second Street SE. The Suspect was last seen heading eastbound in the 200 Block of Pennsylvania Avenue SE. A canvas of the area for the Suspect was met with negative results. CIS will continue to investigate. | |
| DRIVING UNDER THE INFLUENCE OF ALCOHOL OR DRUGS | DCC 50DC2206.11 + ADDITIONAL CHARGES: PERMIT-FAIL TO EXHIBIT TRAFFIC-PERMIT-NO VALID POSSESSION OF AN OPEN CONTAINER OF ALCOHOL POSSESSION OF A CONTROLLED SUBSTANCE – MISD | 12:29:00 | 231119002684 | R/O observed a vehicle passed the painted threshold at the intersection of North Capitol Street and Massachusetts Avenue NE. A WALES/NCIC check of the tags revealed them to be expired. R/O conducted a traffic stop at the same location. While speaking with the Suspect, R/O observed that the Suspect had slurred speech, watery/glassy eyes and an open container of alcohol in the center console of the vehicle. The Suspect failed to provide R/O with a drivers license and a WALES/NCIC check revealed that the Suspect had no valid permit in the District of Columbia, Maryland or Virginia. A/O conducted SFSTs, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. An administrative search of the Suspect was conducted at Headquarters and a drug consistent with MDMA was located in the Suspects front right pocket. CSS responded and processed the evidence. | |
| DRIVING UNDER THE INFLUENCE OF ALCOHOL OR DRUGS | DCC 50DC2206.11 | 01:34:00 | 231119002685 | R/O observed a vehicle parked in the roadway encroaching into the crosswalk at the intersection of D Street and New Jersey Avenue NW. Upon approach, R/O observed the Suspect slumped over in the drivers seat, appearing to be unconscious, with the key in the ignition and the engine running. After knocking on the drivers side window several times, the Suspect woke up. While speaking with the Suspect, R/O observed that the Suspects eyes appeared bloodshot and watery/glassy with a blank stare. The Suspect also appeared disheveled and confused. R/O detected a strong odor consistent with an alcoholic beverage emitting from the vehicle and Suspects breath. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

A traffic stop was conducted on the Frederick Douglas Bridge and South Capitol Street. A WALES/NCIC check of the vehicle through USCP Communications confirmed the vehicle was stolen out of Greenville, North Carolina. The Suspect was placed under arrest and transported to Headquarters for processing. CIS was notified and will continue to investigate. |
