R/O conducted a traffic stop in the 300 Block of Massachusetts Avenue NE. Upon approach, R/O detected a strong odor of an alcoholic beverage emitting from the Suspect's vehicle. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

The Suspect turned his back to the R/O and exposed himself. The Suspect did not respond to commands from the R/O to stop. The Suspect fled from the Officers and was stopped in the area of First Street and Independence Avenue, SE. The Suspect was placed under arrest and transported to Headquarters for processing. The Suspect had also briefly walked around a stanchion and chain from a public access area into a restricted area that stated "Members Only". | |

A WALES/NCIC check of the vehicle's tag came back as not on file. A traffic stop was conducted in the 100 Block of D Street NW. A WALES/NCIC check of the Suspect's driver's license revealed it was expired through the District of Columbia with no valid status through Maryland or Virginia. Further investigation of the vehicle's tags revealed it had been altered. R/O instructed the Suspect to shut the car off. The Suspect placed the vehicle in drive and ignored R/O's commands to stop. The vehicle was last seen traveling southbound in the I395 Third Street Tunnel. CIS was notified for further investigation. | |
