R/O conducted a traffic stop in the 100 Block of D Street NW. Upon approach, R/O smelled a strong odor of an alcoholic beverage emanating from inside the vehicle. R/O observed the driver had red and glassy eyes. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During an inventory search of the vehicle, an open container of whiskey was found behind the driver seat of the vehicle. | |
| UNAUTHORIZED USE OF A VEHICLE + RECEIVING STOLEN PROPERTY $1000 OR MORE UNLAWFUL ENTRY OF A MOTOR VEHICLE FUGITIVE FROM JUSTICE | 21:42:00 | 250908002901 | R/O was monitoring a radio transmission for a stolen auto coming in the area of the Capitol Grounds. R/O canvassed the area and observed the vehicle identified in the aforementioned radio transmission in the 600 Block of South Capitol Street SW. A WALES/NCIC check confirmed the vehicle's stolen status. R/O conducted a traffic stop in the 900 Block of South Capitol Street SW. A WALES/NCIC check of the driver and passenger was conducted. The inquiry of the driver revealed an active extraditable warrant held by the Washington Metropolitan Airports Authority Police and confirmed through USCP Communications. CSS responded to process the scene. CIS responded to interview the Suspects. Both Suspects were placed under arrest and transported to Headquarters for processing. | |

During the stop, R/O observed that the driver had watery and blood shot eyes. A WALES/NCIC check of the Suspect revealed a revoked drivers license in the District of Columbia with no driving status in Maryland or Virginia. After the Witness identified the Suspect, R/O and A/O-1 and A/O-2 conducted a subject stop in the intersection of E Street and Columbus Circle NE. At this time, R/O observed the Suspect holding a can of pepper spray. Upon further investigation, A/O-2 located two Victims outside of Union Station who were sprayed with orange liquid by the Suspect. When R/O attempted to place the Suspect in handcuffs he actively resisted by stiffening his arms, clenching his fists and throwing himself on the ground. The Suspect was placed under arrest and transported to Headquarters for processing. | |
