DESTRUCTION OF PROPERTY + THEFT OF GOVERMENT PROPERTY 11:34:00 251117003487 R/O responded to the area of the Thurgood Marshall Federal Judiciary Building for reports of a man acting erratic and pulled a sprinkler head from the ground. Security in the building provided a lookout for the Suspect. R/O observed an individual matching the Suspect in the 200 Block of Massachusetts Avenue NE with a sprinkler pipe in his hand. When R/O approached, the Suspect began to run. The Suspect was subsequently stopped in the 300 Block of Massachusetts Avenue NE. The Suspect was placed under arrest and transported to Headquarters for processing
NO PERMIT 0:51:00 251117003482 R/O observed a vehicle traveling westbound in the 100 Block of H Street NW with no running headlight or taillights. R/O conducted a traffic stop in the 300 Block of H Street NW. A WALES/NCIC check of the Suspect revealed no driving status in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
NO PERMIT 21:11:00 251117003496 R/O observed a vehicle traveling westbound in the Unit Block of D Street NW with an expired tag. A WALES/NCIC of the tag confirmed its expired status. A traffic stop was conducted in the 100 Block of D Street NW. A WALES/NCIC of the driver revealed a suspended Maryland operators permit with no status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
SIMPLE ASSAULT 8:30:00 251117003485 R/O was at a post at Delaware Avenue and C Street NE when a Complainant reported being assaulted by a man in the 800 Block of First Street NE near the CNN and FERC buildings. The Complainant stated the Suspect grabbed her ear causing her to fall. A lookout for the Suspect was broadcast and a canvass was conducted with negative results.
NO PERMIT 15:33:00 251116003480 R/O observed a vehicle displaying an expired registration in the 100 Block of Second Street SE. R/O conducted a traffic stop in the 200 Block of Maryland Avenue NE. A WALES/NCIC check of the Suspect revealed no permit in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
DRIVING UNDER THE INFLUENCE - 1ST OFFENSE 1:23:00 251116003479 R/O was flagged down in the 400 Block of M Street SE for an unconscious individual behind the wheel of a vehicle. Upon approach, R/O detected a strong odor of an alcoholic beverage emitting from the vehicle's open window. R/O woke the Suspect and conducted a traffic stop in the same location. SFSTs were conducted. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
NO PERMIT 17:14:00 251115003474 R/O observed a vehicle displaying an expired registration traveling in the Unit Block of D Street NE. A traffic stop was conducted in the same location. A WALES/NCIC check of the Suspect revealed a suspended license in Maryland and no valid status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
DRIVING UNDER THE INFLUENCE - 2ND OFFENSE + TRAFFIC - MISUSE OF TAGS TRAFFIC - FICTITIOUS TAG TRAFFIC - PERMIT - NO VALID 3:01:00 251115002470 R/O and A/O were operating as a double unit, observed a vehicle make several traffic infractions in the Unit Block of Columbus Circle NE. A WALES/NCIC check of the vehicle temporary tags returned to a different vehicle. From R/Os training and experience, R/O observed the registration was laminated, and the formatting and size were incorrect. R/O activated their emergency lights and sirens and attempted a traffic stop. The Suspect continued driving eastbound in the Unit Block of Columbus Circle before stopping in the 100 Block of Massachusetts Avenue NE. Upon approach, R/O requested the Suspects license, registration and proof of insurance. R/O observed the suspect movements were slow and lethargic and handed the R/O a Maryland identification card and a Virginia registration. The suspect did not have any insurance for the vehicle. Upon the Suspect exiting the vehicle, A/O observed the suspect eyes were bloodshot red and watery/glassy and balance appeared poor and unsteady. A/O could also detect a strong odor of an alcoholic beverage emitting from the Suspects breath. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC - DRIVING UNDER THE INFLUENCE (DUI OR DRUGS) 1:33:00 251115003469 R/O observed a vehicle traveling at a high rate of speed in the Unit Block of Massachusetts Avenue NW. R/O observed the vehicle not use a turn signal when changing lanes several times. A traffic stop was conducted in the 400 Block of C Street NE. Upon approach, R/O detected a moderate odor of an alcoholic beverage coming from the vehicle and the Suspect's breath. SFSTs were conducted and due to multiple signs of impairment, the Suspect was arrested and transported to Headquarters for processing.
NO PERMIT + POSSESSION WITH INTENT TO DISTRIBUTE MARIJUANA - FELONY 19:18:00 251115003475 R/O observed a vehicle conduct several traffic violations in the 600 Block of North Capitol Street NW. A traffic stop was subseuqently conducted in the 100 Block of D Street NW. During the course of the stop, R/O detected a strong odor consistent with marijuana emitting from the vehicle. A WALES/NCIC check of the Suspect revealed a suspended license out of Georgia and no valid driving status in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, R/O located a backpack on the passenger side floorboard which held two packaged bags containing a green leafy substance, a digital scale, and several small multicolored packages. CSS responded and processed the scene. CSS conducted testing of the green leafy substance which returned with a presumptive positive for THC and weighed a total of 30.7 ounces. CIS was notified and will continue to investigate.
