When approached by RO, the Suspect yelled obscenities and approached RO in an aggressive manner while holding the chain in both hands. When ordered to drop the chain, the Suspect fled to an alley in the 700 block of Sixth Street NE. A strong odor of an alcoholic beverage was detected by RO. The Suspect was placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER INFLUENCE - 1ST OFF | 3:48:00 | 260221000506 | R/O observed a vehicle in the Unit Block of Massachusetts Avenue NE with no lights illuminated commit multiple traffic offenses. A traffic stop was conducted in the 600 Block of Maryland Avenue NE. RO detected a strong odor of an alcoholic beverage emitting from the Suspect. SFSTs were conducted. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |
| SIMPLE ASSAULT X-2 | 17:15:00 | 260221000511 | R/O observed a distressed individual walking, screaming and swinging bags of property in the 200 Block of Massachusetts Avenue NE. R/O approached to conduct a welfare check. While conversing, a second individual arrived on scene. After the Suspects began making false statements against each other, R/O advised them to separate from each other. A short time later, R/O observed both Suspects involved in a physical altercation. The Suspects were placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER INFLUENCE - 1ST OFF, FLEEING FROM A LAW ENFORCEMENT OFFICER IN A MOTOR VEHICLE | 12:39:00 | 260220000503 | R/O observed a vehicle at the intersection of South Capitol and Canal Streets SE commit multiple traffic offenses.. A traffic stop was conducted in the 300 block of Second Street SW. While speaking with the Suspect, RO detected a strong odor of an alcoholic beverage and slurred speech. The suspect was asked to exit the vehicle. The suspect refused and fled at a high rate of speed. RO did not pursue. CIS was notified, and will continue to investigate. | |

R/O also observed the vehicle change lanes without using a signal. A traffic stop was conducted in the Unit Block of Massachusetts Avenue NW. Upon approach, R/O detected the odor of marijuana emitting from the vehicle. The Suspect admitted to smoking marijuana an hour prior. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

A traffic stop was conducted in the Unit Block of D Street NW. A WALES/NCIC check of the driver revealed a revoked permit out of Virginia and no driving status in the District of Columbia or Maryland. The Suspect was placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER INFLUENCE - 1ST OFFENSE, POSSESSION OF AN OPEN CONTAINER OF ALCOHOL | 1:36:00 | 260220000489 | R/O observed a vehicle make a turn against a red signal at the intersection of North Capitol and E Street NW. The vehicle continued on E Street and passed through another red signal at the intersection of E Street and New Jersey Avenue NW. The vehicle then turned into the 400 Block of First Street NW, driving in the opposite direction of traffic. A traffic stop was conducted in this same area. Upon approach, R/O smelled an odor consistent with an alcoholic beverage emanating from the vehicle. R/O noticed the driver's eyes were bloodshot and their speech was slurred. SFST's were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, an open bottle with liquid consistent with alcohol was located inside a bag on the floorboard. | |

A WALES/NCIC check of the Suspect revealed an expired license out of Maryland and no driving status in the District of Columbia or Virginia. R/O arrived at the location to find a yellow and pink sticker placed on the elevator. A/O responded and processed the scene. S/A was notified and will continue to investigate. | |

A traffic stop was conducted in the Unit Block of M Street SW. A WALES/NCIC check of the Suspect revealed a suspended Maryland license and no driving status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. |
