The Complainant stated she was shoved by the Suspect and provided video evidence of the assault to R/O. The video shows the Complainant walking past the Suspect at which time the offense occurred. R/O conducted a stop at the exit of the Third Street Tunnel and D Street NW. R/O observed the Suspect with a cigarette containing a green and brown substance consistent with synthetic marijuana. The Suspect also had a packet of a brown substance consistent with MDMA. CSS responded and processed the scene. The substances tested presumptively positive for synthetic cannabinoids and amphetamines. The Suspect was placed under arrest and transported to Headquarters for processing. | |

R/O conducted a traffic stop in the 800 Block of Second Street NW. R/O could smell an alcoholic beverage emitting from the Suspect's breath. R/O observed a green bottle of Irish Whiskey in the front passenger seat. SFSTs were conducted and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. | |

A stop of the two individuals involved was conducted at the same location. After further investigation and collecting witness statements, R/O determined the original complainant was the suspect. R/O conducted a frisk of the Suspect and the bag described in the lookout and located the screwdriver. CIS performed a show-up with the Complainant with a positive identity. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded to process the scene. | |

He observed a vehicle leaving the area at a high rate of speed. R/O caught up to the vehicle and conducted a stop in the Unit Block of H Street NW. R/O detected a moderate odor of alcohol emitting from the Suspects breath. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. A WALES/NCIC check of the Suspect revealed no permit in the District of Columbia, Maryland, or Virginia. | |
| DRIVING UNDER INFLUENCE-1ST OFF + POSSESSION OF AN OPEN CONTAINER OF ALCOHOL (POCA) NO PERMIT - 2ND OFFENSE | 17:03:00 | 260112000113 | R/O observed a vehicle commit multiple traffic infractions in the 200 Block of Washington Avenue SW. R/O conducted a traffic stop in the 200 Block of Maryland Avenue SW. While speaking with the driver, R/O noticed the driver was extremely talkative and had trouble finding his registration. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. Additionally, a WALES/NCIC check of the driver revealed no permit status in the District of Columbia, Maryland or Virginia. During an inventory search of the vehicle, R/O discovered a steel bottle containing liquid consistent with that of an alcohol beverage in the center console. |
