Upon arrival, the Complainant advised R/O they parked their vehicle in the 400 Block of Second Street SW on 2/14/25. The Complainant returned to their vehicle on 2/18/25 and noticed an unknown Suspect had forcibly broke the rear windshield wiper of the vehicle. CSS responded and processed the scene. R/O observed the Complainant wiping blue paint off his face. The Complainant stated that the Suspect came up to him and spray painted his face, clothing and cell phone while standing in the 200 Block of Pennsylvania Avenue NW. The Suspect was located in the crowd by other Witnesses and taken into custody. During the course of the investigation the Suspect admitted to spray painting the Complainant. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. CIS conducted interviews. | |

The Complainant stated the Suspect stole items from the CVS in the Unit Block of I Street SE and had a barring notice from that location. R/O and A/O observed the Suspect, matching the description provided by the Complainant, in the 1200 Block of Half Street SE. A subject stop was conducted in the same location. The Suspect admitted to taking items from the CVS without paying for them. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. | |
| ASSAULT - SIMPLE | 18:36:00 | 250216000426 | R/O was flagged down by several citizens while patrolling the Unit Block of Columbus Circle NE. Members of that group stated they were victims of an assault that just occurred. Per the Complainants, multiple assailants approached them just outside of Union Station at 50 Massachusetts Avenue NE, began to verbally harass them, and then physically attacked them. As other individuals in the area attempted to intervene, the Suspects fled southbound towards Columbus Circle and Delaware Avenue NE. Attempts to locate the Suspects yielded negative results. CIS was advised of the offense and will continue to investigate. | |

A traffic stop was initiated at the same location. A WALES/NCIC check revealed the driver had a suspended Maryland operator's permit and no permit status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. | |
| DRIVING UNDER INFLUENCE 1ST OFF | 1:40:00 | 250215000417 | R/O observed a vehicle with an expired registration fail to maintain its lane of travel while driving through the Unit Block of Columbus Circle NE. A traffic stop was conducted in the 300 Block of Massachusetts Avenue NE. During the course of the stop, R/O detected a moderate odor of marijuana emanating from the vehicle. Furthermore, R/O noticed the driver's speech was low and raspy and their eyes were bloodshot and watery. SFSTs were conducted. Due to numerous signs of impairment the Suspect was placed under arrest and transported to Headquarters for processing. |
